Punjab Prisons is a progressive department which aims at ensuring the return of the offender to the society as a useful citizen. The gradual transformation of Prisons’ administration, in line with the correctional philosophy and rehabilitative approach towards the jail inmates, has resulted in a wholesome and healthy environment in jails. Today, the Department not only lays a great emphasis on the moral education of the inmates but also carries a holistic approach with a view to facilitating the post-release reintegration of the prisoners with the mainstream society. This Department firmly believes in "hate for crime but not for criminal". It also recognizes the fact that the notion of a safe society cannot be realized merely by detention unless the offender is corrected and reformed while being in prison. Towards this objective, the Department has undertaken a number of measures. The Department is functioning under the administrative control of the Home Department. The Inspector General of Prisons (BS-21) is Head of the Department at Provincial level, assisted by Ten(10) Deputy Inspectors General of Prisons (BS-20). Punjab Prisons comprises Eight (8) regions namely Lahore, Rawalpindi, Faisalabad, Sargodha, Multan, Sahiwal, Bahawalpur and DG.Khan Region. A Deputy Inspector General of Prisons (BS-20) oversees each region.

The Provincial Police Officer (PPO/IGP), as the head of the Punjab Police, is also ex-officio Secretary to the Provincial Government and exercises administrative and financial powers as envisaged under Police Order 2002. All officers under his command assist him in the performance of his duties as admissible under the law. At the level of Central Police Office (CPO), he is assisted by several staff officers and heads of attached police units who deal with various functions and assigned responsibilities. Such entrustments are aimed at efficient and effective internal administration and better public service delivery.
It is further expedient to firm up and streamline the distribution of work amongst various offices to achieve the following objectives:

• Assurance for effective public service delivery
• Strategic management and advanced scenario planning
• Institutional and collaborative decision making
• Empowerment and accountability
• Expeditious and timely disposal of business
• Bottom-up management for initiatives
• Development of standards and professionalism

All the constituent branches/units dealing with various functions, having certain common functions, are hereby placed under the supervision of Additional IGPs/DIGs. They are responsible for the supervision of work under their purview.

The Directorate of Monitoring (DOM) was established in 2005 as an attached department of Home Department. Its mandate is to carry out independent third party monitoring and evaluation of security agencies as tasked by the government. The initial task was to supervise, monitor, inspect and evaluate the Punjab Highway Patrol (PHP), which was being established as a new proactive Police Force, different from the already existing Punjab Police. The aim was to make PHP an upright, honest and people friendly police force. The DOM has subsequently been tasked with additional responsibilities to monitor and maintain the database of all Private Security Companies. It is also monitoring all the Prisons and using its helpline 1124 Call Center to resolve any complaint by citizens regarding service delivery and transparency there. The helpline 1124 was initially used to only address any issue through PHP regarding crime, emergency or accident on all intercity roads of Punjab. It is housed in its own building adjacent to the ARFA Software Technology Park. It houses the VSAT hub and related IT infrastructure, the 24/7 helpline 1124 Call Center and the Operations Room.

As the Civil Defence is always ready for the protection of any person, property, place or thing during any hostile attack, whether from Air, Land or Sea.. During the peace times humanity also faces other most dangerous calamities whether these are man made or natural.

To receive physical evidence from law enforcement agencies, on criminal and civil cases, analyze and provide accurate results of forensic analysis in timely manner, and testify in COURTS OF LAW on analytical findings for the people of Punjab.

Management team of Punjab Forensic Science Agency with all its employees are committed to maintain quality of laboratory services and ensure that its services fully meet the requirements of customers (Law Enforcement Agencies) at all time.

Punjab Forensic Science agency management will maintain a quality management system to meet the requirements of international standard for laboratories ISO 17025:2005 ASCLD-LAB International (American society for crime laboratory directors Laboratory accreditation Board) to achieve high level of customer (Law Enforcement agencies) satisfaction.

Because of it's innovative nature and lackness of relavant expertise available in Pakistan, the establishment of a full service Forensic Science laboratory was a big challenge for the Project Steering Committee and the Project Implementation Unit (PIU) of the PFSA project. But, continuous support of the Chief Minister Punjab Muhammad Shahbaz Sharif, timely decisions by the government and untiring efforts made by the project team comprising of five members PIU, NESPAK, Forensic Consultant, Lab Equipment Vendors and Joint-Venture Contractors (Al- Imam Enterprises & H.A Construction to design and construct on Engineering, Procurement and Construction EPC-mode) made it possible in a record time period of only two years. To complete a Forensic Science Lab project of this volume normaly takes five to seven years in the western countries which have vast expertise and background in the relavant field.

In order to provide care, rehabilitation, education and training to the destitute and neglected children, Government of the Punjab established Child Protection and Welfare Bureau in March, 2004. One of the objectives for the establishment of this Bureau is to protect these children from criminals. This institution not only provides food and shelter but also imparts education and skills to these children to make them useful citizens.

The Bureau endeavors for reunification of these children with their families. Besides this, the child psychologists take various measures for mental development and rehabilitation for these children.

Not only this but a child protection court has also been established which addresses the issues like custody and legal reunification of the children with their parents. A child helpline 1121 has also been set up which provides guidance, help and coordination for their rescue and protective custody.

This Bureau has a dedicated team of highly educated professionals and motivated officers which include child protection officers, psychologists, law officers and doctors, etc. To extend its services the Bureau has established Child Protection Institutions in Faisalabad, Gujranwala, Sahiwal, Multan, Rawalpindi, Sialkot, Rawalpindi, Bahawalpur and Rahim Yar Khan where destitute and neglected children are being provided all these facilities and services. The Bureau establishing Child Protection Units in remining Districts of punjab that will be functional soon.

The Punjab Charity Commission (PCC) is a registering and regulatory authority for registering charities and regulating collection of charitable funds. The commission was established in 2018 to achieve the following:

• To maintain public trust and confidence in charities
• To support the Non-Profit Organizations for sustainable and a robust, vibrant, independent and innovative sector
• To regulate the Non-Profit Organizations and reduction of unnecessary obligatory burden with the help of ICT
• To facilitate and promote regularized Non-Profit Organizations

Under section 2 (e), organizations/ NPOs/ NGOs/ Charities/ Trusts/ Societies already registered under following laws, will get registered with PCC:

• An organization registered under the Voluntary Social Welfare Agencies (Registration and Control) Ordinance, 1961 (XLVI of 1961)
• An organization registered under the Societies Registration Act, 1860 (XXI of 1860)
• An organization registered under the Companies Act, 2017 (XIX of 2017) or under any other law for the time being in force

The Government of the Punjab has developed Charity registration portal for registration of applications. This landmark and ICT enabled registration shall facilitate organizations/ NPOs/ NGOs/ Charities/ Trusts/ Societies in application submission process and will also minimize human interventions in this process leading to managerial efficiency and process transparency.
